Where is You Loong?
Pengzhen. From the Green Snake House (青蛇屋) front door, go into the house behind-left of it, clear the enemies inside, leave through the double doors on the right that open on their own, then follow the street left to the end.
Is You Loong hard?
No. The only source that covers him calls the fight low difficulty and says the lifesteal build clears it in one attempt.

Getting there

From the Green Snake House (青蛇屋) in Pengzhen:

  1. Face the front door, then go to the house behind-left of it.
  2. Clear every enemy inside. The double doors on the right side open by themselves once the room is empty.
  3. Leave through those doors, turn left onto the street, and walk to the end. The fight triggers there.

The only way to get lost is leaving before the room is clear — the doors will not open.

The fight

There is no gimmick to explain. Run the Dread Blade + Greedy Wolf lifesteal pair, upgrade both to current max, put points into the Refined Sha-Chi cap, and trade normally. The spin attack on guard-break hits hard and heals you, which is enough to out-sustain him.
